In particular, in cases involving explosions, attacks, mass panic, or large public gatherings, this citizen-supported method should be considered a complementary source to official imaging systems. The integrity of submitted records should be preserved, their source and time information should be documented as fully as possible, and all handling should comply with personal data protection requirements and the chain of custody.Within this framework, police organizations should issue a short, clear, and reassuring public appeal after such incidents, and this should become a standardized practice to facilitate voluntary submission of records by citizens.In large-scale security incidents, in addition to official camera infrastructure, video, photo, and related digital records obtained from citizens’ mobile devices constitute an important supplementary source of data.
