1. Law No. 7179 on Recruitment and the Age Limit

According to the relevant articles of Law No. 7179 on Recruitment, the period of military obligation for citizens of the Republic of Turkey is bound to specific age limits:

  • Upper Limit for Non-Commissioned Officers and Enlisted Men: By law, military age begins on the first day of January of the year in which every male reaches the age of 20 according to the birth year written in their population registry, and continues until the end of the year in which they enter the age of 41.

Even for retired military personnel who have completed their age limit, mobilization assignments are tracked via official records within age limits specific to their ranks (e.g., between ages 55–60 for officers, depending on the rank).

Legal Conclusion: It is legally impossible for individuals who do not possess an official military background and a registered officer/petty officer serial number, or who have exceeded the general enlisted age limit (age 41), to be designated with a military title (Colonel, officer, or private) or to be called arms under such a status in mobilization or wartime planning.

3. Grounding on Official Records

All military statuses, mobilization assignment orders (SGE), and exemptions in the Republic of Turkey are processed via the TR Identity Number, based strictly on the official records of the Ministry of National Defense General Directorate of Recruitment (ASAL) and the e-Devlet (e-Government) system. Outside of this legal framework, no individual or institution can assign a military rank, title, or mobilization obligation contrary to legislation.
