“In the event that it is alleged that the existing horizontal or vertical supports previously carried commercial signs, such allegation must be substantiated by objective evidence such as dated photographs, municipal sign permits and records of advertisement tax or occupation fees paid to the municipality. In the absence of such documentation, mere statements regarding the former existence of signs on these supports cannot, by themselves, be regarded as sufficient technical or legal proof concerning the historical use of the brackets.”
