TITLEComprehensive Complaint to Google, Facebook (Meta), YouTube and Other Platforms Regarding Harassing Camera Surveillance, Digital Intrusion and Misuse of Personal DataDear Representatives of Google, Facebook (Meta Platforms, including Instagram and WhatsApp), YouTube and other technology companies, and to all users who may view or process related content,My name is Fehim Calgav and I live in Istanbul, Türkiye. With this letter, I would like to formally report and document serious and ongoing violations affecting my privacy, my home, my personal devices and my family. These violations include harassing camera surveillance by a neighbour, intrusive digital activities around my home, and the possible misuse, storage and sharing of my personal image and data through services provided by Google, Meta (Facebook, Instagram, WhatsApp), YouTube and other platforms.

  1. Harassing surveillance by a neighbour’s camera
    Because of a security camera installed on the exterior of a neighbouring building, the privacy of my home and my private life is being seriously violated, and this camera is effectively being used as a “harassment camera”.
    The camera in question is mounted on the 4th floor of the neighbouring building. Each floor is approximately 4 metres high, so the camera is at an approximate vertical height of 16 metres above ground level. The first floor of that building extends illegally all the way to my garden wall and forms a TERRACE that is about 4 metres deep. From the main façade of the building to the edge of this TERRACE there is a horizontal offset of about 4 metres, and from the edge of the TERRACE to my garden wall and the place where I sit on my swing there is another 4 metres. This means that the total horizontal distance between the building and my garden seating area is roughly 8 metres.
    This configuration can be described using basic geometry. If we model the situation as a right‑angled triangle, the vertical side of the triangle is the height of the camera (16 metres) and the horizontal side is the total horizontal distance from the building to my garden (8 metres). According to the Pythagorean theorem, the direct line‑of‑sight distance from the camera to my position in the garden – that is, the hypotenuse of this triangle – is:
    distance ≈ √(16² + 8²) = √(256 + 64) = √320 ≈ 17.9 metres,
    which can reasonably be rounded to approximately 18 metres.
    This shows that the camera is not positioned 1–3 metres above its owner’s own door, window or balcony like a normal private security camera would typically be. Instead, it is mounted high on another building and aimed across this 18‑metre gap, over a projecting TERRACE and my garden, directly at the place where I sit.
    To be clear about the part of triangle geometry that is correct: in every triangle, the sum of the interior angles is always 180 degrees, and in every triangle, if you take one exterior angle at each vertex, the sum of those exterior angles is always 360 degrees. This is simple, basic school mathematics. By contrast, a calculation such as “three times 360 equals 1080, then 1080 minus 180 equals 900, so the exterior angles must be 900 degrees” is mathematically wrong, but it is useful here as an ironic example of how some people seem not to know even primary‑school geometry and yet still try to justify the way this camera is being used. In our situation, the height of the building, the illegal TERRACE and the distance to my garden clearly form a right‑angled triangle, and the line of sight of the camera is the hypotenuse pointing directly at me; anyone who understands even this elementary level of geometry cannot seriously pretend that such a camera is just an ordinary, harmless security device for the owner’s own door.
    As can be seen from the photographs I have taken, while I am sitting in my own garden the camera can capture my face, body movements and daily personal behaviour (for example, smoking) in a detailed and recognisable manner. Because of its narrow, downward‑tilted field of view, the camera directly frames the seating area and swing in my garden. Anyone who watches the recordings can clearly understand from the images that the camera is looking down from the 4th floor and from a distance of about 18 metres in order to monitor the neighbour’s garden. For these reasons, the device is not merely used for general security, but appears to be used specifically to observe me and my home.
    There is no visible sign or notice on the building indicating that images are being recorded or that personal data is being processed by this camera. Nevertheless, images of me in my private and semi‑private area, namely my garden and the rear façade of my home, are being continuously monitored and very likely recorded without my knowledge or consent. This constitutes a serious infringement of the inviolability of the home, the privacy of private life and the protection of personal data under basic principles applicable in Türkiye and internationally. As a result, this camera ceases to be an ordinary security device and, because of the way it is positioned and the nature of the images obtained, it becomes a tool of harassment directed personally at me.
    Images captured by this camera in which I am clearly identifiable may have been stored or shared by the camera owner or by third parties via services provided by Meta (Facebook, Instagram, WhatsApp), Google (YouTube, Google Photos and similar services) and other technology companies. I absolutely do not consent to the existence, storage or sharing of such content, and I do not accept the processing of my personal data and likeness without my explicit permission.
  2. Digital intrusion, wired systems and harassment around my home
    In addition to the harassment camera, for a long period of time I have experienced what I believe to be digital and technical intrusion around my home. I have serious concerns that wired systems, cabling and various digital devices have been placed in the surroundings of my residence, including on or near neighbouring walls and structures, in order to monitor my home, interfere with my peace and potentially intercept or manipulate data and sound.
    Especially at late night hours (such as around 4:00–5:00 a.m.), I have heard directed, human‑like phrases such as “abi yapma” (“brother, don’t do it”) coming from outside, in a manner that suggests intentional transmission through technical setups rather than normal environmental noise. These experiences, combined with the presence of camera‑like structures and cable arrangements around my living space, give the impression of a systematic pattern of psychological and digital harassment.
    I believe that these wired and digital systems are being used not only for visual surveillance but also to create pressure, intimidation and confusion, and possibly to generate misleading “ambient audio” that could be misused in data‑intelligence contexts, messaging systems, or platform‑based content in a way that portrays me as guilty or suspicious.
  3. Family background and affected relatives
    I come from a long‑standing naval and professional family background. My family name is Calgav.
    My elder sister, Özlem Calgav Güngör, is married to retired Naval Colonel Uğur Güngör. They have a daughter, Özgün Güngör, who is a lawyer and married, and they have a grandchild. They reside in Mecidiyeköy, Istanbul, and also have a summer house in Ayvalık, reportedly inherited from the late Neriman Güngör, a retired teacher.
    My younger sister, Özden Calgav Uçar, is married to a retired Naval Colonel and aesthetic surgeon. They have two sons, Cem Uçar and Can Uçar, who are currently in their late teenage years. They live in Mecidiyeköy, Istanbul, and have a summer residence in Anadolu Kavağı.
    Our family members communicate with each other through ordinary telephone calls. For illustration and to show that there is normal family contact, phone numbers exist for each of us, but as telephone numbers are considered personal data, they are not fully written here and will only be shared with competent authorities upon request. Normal, legal communication already takes place over standard phone networks; therefore, any additional covert technical systems or wired structures around my home for listening, monitoring or transmitting sound cannot be justified as necessary for family communication and appear instead as harassment and intrusion.
    I also allege that my mother Sema Calgav, an aunt, another aunt on my father’s side and other relatives lost their lives as a result of digital attacks and related pressures. Furthermore, I state that I was subjected to physical torture on two separate occasions, one in 2009 and another around 2018 or 2019, during which my eyes were blindfolded and I was ill‑treated. Some of these matters have already been brought before judicial authorities in Türkiye, and certain proceedings are ongoing.
    In addition, I am deeply concerned that my ideas, personal work, technical concepts, devices (including dynamos) and other personal productions may have been targeted for unauthorized use, appropriation or so‑called “partnership” by others, potentially using data obtained through surveillance, digital intrusion, or platform‑based services.
  4. Possible use of platform services (Google, Meta, YouTube and others)
    It is possible that images, videos or other data relating to me, obtained from the above‑mentioned harassment camera and from digital intrusion around my home, have been uploaded, processed, stored or shared through services operated by:
    Google (for example: YouTube, Google Photos, Google Drive and other Google products),
    Meta Platforms (for example: Facebook, Instagram, WhatsApp and related services),
    and other major technology and social media platforms.
    I do not consent to any such processing, storage, sharing or use of my image, voice, likeness, personal data or location information. If any such content exists on your platforms, it has been obtained without my knowledge and against my will, in violation of my rights to privacy, the inviolability of the home and the protection of personal data.
  5. Requests to Google, Meta/Facebook, YouTube and other platforms
    For all the reasons set out above, I respectfully request the following actions from Google, Meta/Facebook, YouTube and other relevant platform operators:����
    That you investigate whether any images, videos or other content obtained from the neighbour’s camera described above, or from other intrusive digital activities around my home, and containing my recognisable likeness or personal data, have been uploaded to, processed on, or are currently stored on any of your services or platforms, and that you inform me of the results.
    That if such content is identified, it be promptly removed or disabled, access to it blocked, and appropriate measures taken to prevent it from being re‑uploaded or further disseminated.
    That technical records relating to any such content and to the accounts that created, uploaded or shared it (including URLs, account identifiers, upload dates and times, IP addresses and access logs, where permitted by applicable law) be preserved and, upon lawful request, made available to the competent judicial authorities in Türkiye.
    That you provide guidance on any additional steps I may take within your internal reporting, privacy‑complaint or legal‑removal procedures (for example, legal webforms, privacy complaint forms or abuse‑reporting tools) to ensure that my rights are fully protected.����
    With this notice I am addressing not only the platform owners, but also any users who may watch, share or re‑upload such recordings. Any images or videos of me taken in my garden, at the rear façade of my home, or in other private and semi‑private areas in this manner are recordings obtained without my consent and in violation of my personal rights. Watching, sharing or re‑uploading such content would mean participating in behaviour that infringes the privacy of private life and the protection of personal data.
  6. Willingness to provide further evidence
    During your investigations, I am ready to provide additional photographs, screenshots, date‑time information, and other supporting details or evidence upon request. I trust that you will take all necessary steps to remedy this situation, to protect my rights, and to prevent similar violations in the future.
