Person Concerned:
Sema Calgav

Subject:
A request for the official investigation of events that I believe are connected, since 2020, to the health condition of my mother Sema Calgav, her hospital, dialysis centre and ambulance processes, home care practices, use of medication and supplements, environmental conditions, indoor air quality, digital records and publicly available posts, with respect to patient rights, health safety, possible negligence, allegations of ill-treatment and suspected digital interference; for the preservation of evidence, the hearing of witnesses and the initiation of the necessary administrative/judicial proceedings; and further, a request for information, investigation and assessment concerning COVID-19 data relating to the Turkish Armed Forces during the pandemic, the pandemic table that I state was once published on the website of the Ministry of National Defence, and the safety of military food supply. Under Article 42 of the Patient Rights Regulation, patients and persons concerned with the patient have every right of application, complaint and legal action within the framework of the legislation in the event of a violation of patient rights. [1]

STATEMENT OF FACTS

  1. During the period when the pandemic began in 2020, I observed remarkable changes in the health condition, sleep pattern and general life functions of my mother, Sema Calgav.
  2. During this period, I observed that my mother experienced intense sleepiness or a marked change in her sleep pattern lasting approximately eight days. I request that the subsequent use or administration of supplements containing iron, vitamins and zinc be examined together with prescriptions, pharmacy records, laboratory results and a physician’s assessment.
  3. At one point, I observed severe insomnia, continuous talking/delirious speech and restlessness lasting approximately 24 hours in my mother. I observed that my mother began to sleep after the repeated use of a product I know as “Passiflora” during this period. I request that the product’s full trade name, active ingredient, dosage, duration of use, package leaflet and whether it was used together with other medications be assessed on the basis of the records.
  4. I state that during the period when iron supplementation was given without vitamin C, although iron appeared in laboratory values its clinical effect remained limited, and that after vitamin C was added I observed improvement in my mother’s general condition and in her bedsores. I request that these observations be assessed by a physician together with complete blood count, ferritin, serum iron, transferrin saturation, reticulocyte, CRP, B12, folate and other relevant tests.
  5. I used various devices at home for air quality, humidity control and hygiene. I used a room-type dehumidifier, an air purifier, cleaning and shower systems with adjustable temperature, and made certain arrangements for personal hygiene. The purpose of these practices was to make the environmental conditions at home more favourable for my mother’s health.
  6. The World Health Organization (WHO) reports that household air pollution can have serious health consequences and that indoor pollutants can reach high levels in poorly ventilated dwellings. [2]
  7. I therefore request that the environmental control, dehumidification, air purification and filtration systems proposed or used by me be technically assessed in terms of indoor air quality and public health.
  8. During the fight against the pandemic, at a time when I did not yet use or actively maintain social media accounts, I sent views, proposals and warnings by e-mail to various institutions and officials regarding public health, border security, the supply of electronic spare parts and inspection mechanisms. The dates, sender and recipient details, subject lines, contents, delivery/read receipts and any replies to these e-mails will be submitted as annexes.
  9. I state that some of my proposals on hygiene, environmental control, dehumidification and reducing the risk of transmission attracted interest, likes and engagement on LinkedIn, YouTube, Instagram, Facebook and other social media platforms. Links, profile information, screenshots, comments and visible engagement records relating to these posts are submitted as evidence in the annexes.
  10. I have dated photographs, videos, screenshots and social media posts concerning the surroundings of my house, the garden, the railings, the telecom box, excavation works and physical changes that give rise to suspicion of technical interference. These materials should be considered as evidence for establishing a timeline of the changes at the scene.
  11. On the short section of Sakızağacı Sokak where my residence is located, I observed numerous excavations and heavy machinery operations during a certain period. I request that it be investigated, by inquiry with the relevant municipality, infrastructure operators and telecommunications units, which institutions carried out these works, on what permits and licences they were based, and whether they complied with infrastructure and zoning legislation.
  12. I believe there is suspicion of indirect or direct interference, monitoring or unauthorised access to my mobile phone, tablet, social media accounts and other digital tools. I therefore request that device logs, account login records, IP and connection histories and other technical data be subjected to digital forensic examination.
  13. In the room where my mother Sema Calgav stayed, I posted written warning notes for companions, auxiliary staff and visitors in order to protect the patient’s rest and sleep pattern. In these notes I stated that people should not speak loudly or shout and that the patient should not be disturbed unnecessarily.
  14. Constant loud talking or shouting in the patient’s environment raised concern that it could adversely affect my mother’s peace, sleep and general health. I therefore request that the persons involved in her care be investigated in this respect.
  15. I observed that conversations in the room were at times held in languages I did not understand. I mention this not to make any negative judgement about anyone’s language, origin or identity, but in terms of informing the patient’s relative, transparency of communication and patient safety during the care process.
  16. I state that there were security cameras recording video and special alarm systems in the room for my mother’s safety, used to ensure patient safety and emergency monitoring. I request that the location, recording period, access permissions and operating status of the camera and alarm systems, and the reasons for their removal, if any, be examined.
  17. I request that the exact date on which my mother suffered a heart attack be determined from the ambulance case form, hospital admission record, ECG, discharge summary, intensive care and laboratory documents.
  18. On the basis of the date to be determined, I request that COVID-19 data in the records of the World Health Organization and official health records in Türkiye be compared for the following periods: the beginning of the pandemic in 2020, the exact date of my mother’s heart attack, and the date approximately nine months after that date. WHO COVID-19 datasets contain reported case and death figures at global and country level. [3][4]
  19. The purpose of this comparison is to establish, historically, the pandemic conditions and public health burden at the time my mother’s health event occurred. I request that this timeline be considered not as evidence of medical causation on its own, but as data supporting the chronology of events.
  20. The comparison should use, for the world and for Türkiye, the reported total COVID-19 cases, new cases, total deaths, new deaths and other available official indicators. It should be taken into account that WHO data are organised by reporting date and are subject to retrospective corrections. [4]
  21. According to the WHO timeline, the World Health Organization declared the COVID-19 outbreak a Public Health Emergency of International Concern on 30 January 2020 and characterised it as a pandemic on 11 March 2020. [5] Therefore 11.03.2020 has been used as the reference date for the “2020 initial period” in the table. In the WHO daily dataset, Türkiye’s first case was reported on 12.03.2020. [3]

Table notes:

  • Figures were retrieved from the WHO COVID-19 daily dataset on 03.10.2026. [3] The world total is the sum of the cumulative values of the 240 countries and areas in the dataset for the same date.
  • The data are organised by reporting date, not by the date the event occurred, and may be retrospectively corrected by WHO. [4]
  • A cross-check with the Our World in Data archive shows small differences for the same dates; for example, as of 11.03.2020 the OWID archive shows a world total of 106,720 cases and 3,635 deaths. [6] The difference arises from the different versions and correction dates of the sources.
  • From 25.11.2020 onwards, Türkiye also included asymptomatic positive cases in its daily figures; part of the increase after this date reflects the change in the reporting definition. [7]
  • Rows (b) and (c) of Table 1 can be filled automatically by entering the date into the attached Excel model (Annex 8) once the heart attack date has been confirmed by medical records.
  1. I have serious concerns that my mother may have been subjected to ill-treatment, negligent practices or events requiring separate medical examination during her hospital and ambulance processes. I therefore request that ambulance call records, case forms, hospital admission and discharge records, triage notes, examination documents, discharge summaries, medication administration charts, nursing observation forms, consultation notes, laboratory results, ECG, imaging, intensive care records and any camera recordings be preserved and examined.
  2. I believe there is suspicion of unauthorised access, interference or technical surveillance on my phone, tablet, computer and in-home cabling. I therefore request that the devices, account access records, network connections, installed software and possible traces of external interference be examined by digital forensic experts.
  3. This application does not intend to insult any person or group on the basis of ethnic origin, family ties or identity. My request for investigation concerns solely the lawful assessment of concrete events, observations, medical records, digital traces and publicly available content.
  4. In order to protect my mother Sema Calgav’s rest and prevent her from being affected by external stimuli during her hospital and dialysis centre processes, a sleep mask (eye mask) was used over her eyes and earplugs or headphones in her ears during her trips to and from the dialysis centre and throughout her hospital stays. The reason I took these precautions is the observations I describe below. I myself still use earplugs at home.
  5. In the intensive care units of hospitals and in the yellow and red zones of emergency departments, I observed a number of people exceeding normal patient and companion traffic constantly passing near where my mother was, wearing T-shirts with writing on them. I request that it be determined whether these persons were patients, companions, staff or visitors, and on what authority they entered these units. I also observed that smartphones were left next to my mother to be charged. I request that it be examined to whom these devices belonged, why they were left next to the patient, and whether they were used to transmit any sound, image or message to the patient.
  6. In order to verify these observations, I request that security camera footage of the intensive care units, emergency departments (yellow and red zones), corridors and entrance/exit points of the hospitals where my mother stayed and was treated; footage of the dialysis centre’s treatment hall, waiting area and entrance/exit; visitor and companion logbooks, access card and turnstile records, and staff duty and assignment lists be requested from the relevant institutions. As security camera recordings may be deleted after a certain period, I particularly request that these records be preserved without delay.

THE TURKISH ARMED FORCES AND THE PANDEMIC PERIOD

  1. I believe that data on COVID-19 cases within the Turkish Armed Forces during the pandemic were not shared with the public in sufficient detail, and that some information was disclosed only later. According to publicly available sources, the Minister of National Defence announced on 20 May 2020 that there were 156 personnel in the Turkish Armed Forces who had tested positive for COVID-19, that all of them were under control and that none of them were in critical condition. [8] However, this statement did not include separate figures for cases requiring hospitalisation and those not requiring hospitalisation (non-hospitalised cases). I therefore request that the total cases, hospitalised cases, non-hospitalised cases, intensive care and death figures among Turkish Armed Forces personnel for 2020–2021 be requested by period from the Ministry of National Defence, and that the dates on which these data were disclosed to the public be determined.
  2. “A soldier who does not peel potatoes is not a soldier.” This is my personal view, and I have previously shared it on my social media accounts. My reasoning is as follows: a soldier must be able to prepare his own food in the middle of a war and at the front. Taking away the ability to cook from soldiers in an army of tens of thousands means making the army dependent on outside sources under wartime conditions. The sale or consumption of ready-made food by civilians is a separate matter; supplying ready-made food imported from another country to the Turkish Armed Forces, that is, to fighting soldiers, is an entirely different matter. Ready-made food sent to soldiers could be poisoned during war by hostile elements or terrorist organisations; furthermore, food that appears sound when dispatched but is prepared to spoil on arrival or later could be sent. For this reason, feeding soldiers is a matter of strategic importance for the safety of the soldier. Indeed, the Istanbul Chamber of Industry’s report on the industrial catering sector also states that, because military institutions are a strategic field, outsourcing of catering services is not widely preferred. [9]
  3. In this context, I request that the Ministry of National Defence be asked, and the matter assessed, whether ready-made food or meals have been imported from abroad for the Turkish Armed Forces; if so, on which dates, from which countries, from which companies and in what quantities; what controls these foods were subjected to against food safety, spoilage, sabotage and poisoning risks; and whether training that preserves soldiers’ ability to prepare their own food in the field continues.
  4. My allegation is as follows: all COVID-19 cases detected in Türkiye between 11 March 2020 and 1 April 2020 originated from Turkish Armed Forces personnel, retired Turkish Armed Forces members and persons connected to them. According to WHO data, Türkiye’s first case was reported on 12 March 2020, and as of 1 April 2020 a total of 13,531 cases and 214 deaths had been reported in Türkiye. [3] According to publicly available sources, in the first days of this period the former Commander of the Turkish Land Forces, retired General Aytaç Yalman, died in March 2020; the hospital’s chief physician later confirmed that the cause of death was coronavirus, and with this death the death toll in Türkiye rose to three. [10] Yalman’s wife, Belma Yalman, also died on 8 April 2020 after testing positive for COVID-19. [11] I therefore request that it be investigated, through Ministry of Health contact-tracing records and Ministry of National Defence records, from which institutions, occupational groups and chains of contact the cases and deaths reported between 11 March 2020 and 1 April 2020 originated, and whether they were connected to Turkish Armed Forces personnel, retired members and their relatives.
  5. A pandemic (COVID-19) table concerning soldiers was at one time published on the official websites of the Ministry of National Defence and the Turkish Armed Forces. I personally downloaded this table at that time. Later, I found that the table had been taken down, that is, removed from the website. A copy of the table I downloaded will be submitted by me as an annex. In my review of the Internet Archive (Wayback Machine), it was seen that the records of the msb.gov.tr homepage for the March–July 2020 period were saved as an access-block page instead of content, and that news pages displayed the warning “Your request has been rejected.” In the archive records for 2021, the homepage contains only an information window titled “Measures Taken Against Covid19” that does not include any case figures. For this reason, no independent archive copy of the table can be accessed. I request that the Ministry of National Defence be asked to provide the date on which this table was published; the date on which, on whose instruction and on what grounds it was removed; the original content of the table; and the server, backup and content management system records of the msb.gov.tr and tsk.tr websites for 2020.
  6. I am aware that written parliamentary questions or petitions were submitted by members of parliament in the Grand National Assembly of Türkiye on this matter. I request that the numbers, dates and contents of these questions and the answers given be determined from the records of the Grand National Assembly.
  7. In accordance with the principle of accurate and complete public information and with journalistic standards, the pandemic table once published by the Ministry of National Defence should have been announced to the public in Türkiye and the whole world. I request that the failure to announce this table to the public with respect to the period 11 March 2020 – 1 April 2020, and its subsequent removal from the website, be investigated in terms of the obligation to inform the public and journalistic standards.
