TO THE REPUBLIC OF TÜRKİYE PRESIDENCY COMMUNICATIONS CENTER (CİMER) AND THE PRESIDENCY OF RELIGIOUS AFFAIRS (DİYANET)

SUBJECT: Regarding Irregular Adhan Practices in the Maltepe Region, Violation of Cultural Heritage, and Personal Harassment.
DESCRIPTIONS:
I am a resident of the Maltepe district in Istanbul, living approximately 300 meters from the Maltepe Central Mosque and the Maltepe Mosque in Yalı Neighborhood. I request an immediate investigation into the following issues regarding the adhan (call to prayer) practices in this area:

  1. Synchronization and the “Adhan Greeting” Tradition: In Istanbul’s deep-rooted adhan culture, there is a tradition of “harmonization” (teşrik) between mosques. Following the central mosque, other mosques join in with intervals of 5-10 seconds or 1-2 minutes to create a “sound belt.” Currently, however, Maltepe Central Mosque disrupts this order by broadcasting a dominant signal alone, effectively silencing other mosques.
  2. Musical Modes (Makams) and Turkish Classical Music Heritage: The adhan is an aesthetic value recited in specific modes such as Saba, Rast, and Hicaz, which form the foundation of Turkish Classical Music. This Ottoman-Turkish makam tradition, which inspired the art of legendary performers like Safiye Ayla and Bülent Ersoy, is being disregarded at Maltepe Central Mosque. The failure of muezzins to adhere to these modes harms the aesthetic integrity of the district.
  3. Reference to the National Anthem (İstiklal Marşı): The 8th stanza of our National Anthem states: “These adhans—whose testimonies are the foundation of religion— / Must reverberate (inlemeli) over my eternal homeland.” The use of the word “reverberate” (inleme) emphasizes that the sound should be presented within an aesthetic echo and harmony. The current practice contradicts this cultural resonance symbolized in our National Anthem.
  4. Language Irregularity and Technical Harassment: It has been observed that the adhan at the aforementioned mosque is being recited in a non-standard manner, mixing Arabic and Greek (Rumca) expressions. Furthermore, this audio broadcast is being intentionally directed into my private residence using a “side-channel attack” method. The involvement of an individual named Fehmi Gedik, who refers to himself as a “prophet,” and the targeted harassment he conducts against me, violates the privacy of my personal life.
    CONCLUSION AND REQUEST:
    I respectfully request the termination of this toneless and irregular practice at Maltepe Central Mosque, which silences other mosques; the restoration of the adhan to traditional Ottoman musical modes and the inter-mosque synchronization system; an investigation into the irregular use of mixed Arabic-Greek language; and the prevention of targeted technical acoustic harassment directed at me.
