Below are three English complaint templates, addressed respectively to Meta (Facebook, etc.), the Holy See/UNESCO, and UK authorities. You can adjust names, dates, and details before sending.
1) To Meta Platforms, Inc. (Facebook / Instagram / WhatsApp)
To: Meta Platforms, Inc.
Privacy / Legal Department
I, … (country: …, residential address: …), as an active user of services provided by Meta (including Facebook, Instagram, WhatsApp and related platforms), hereby submit this complaint due to my strong technical suspicions that my personal devices and home networks are being used in ways that seriously infringe upon my privacy and the confidentiality of my communications.
Over a period of time, I have observed the following abnormal or unexplained behaviours on my devices while Meta applications are installed and active:
- On my smartphone and other smart devices where Meta applications are present, I have observed:
- Continuous or repeated access to sensors (such as location, accelerometer, microphone, etc.),
- Behaviour suggesting automatic scanning of other devices connected to my home Wi‑Fi network (smart TV, computers, IoT devices, etc.),
- Persistent background network activity even when Meta applications appear to be closed.
- These behaviours give rise to the suspicion that my devices may have been turned, without my explicit and informed consent, into nodes of a “Global Surveillance Mesh” or massive IoT interconnectivity system, effectively acting as antennas for a central back‑end infrastructure operated by or on behalf of Meta or entities integrated with Meta’s ecosystem.
- Furthermore, it appears possible that:
- Usage patterns, connection times and metadata relating to other devices on my home network are being collected,
- Such data are being transmitted to remote servers and aggregated,
- This aggregation may enable large‑scale monitoring and profiling that goes far beyond what is necessary for the provision of Meta’s services.
In light of the above, I respectfully request that Meta:
- Provide a clear and detailed written explanation of:
- How Meta applications and SDKs access sensors, networks and local devices (including any automatic device discovery or local network scanning capabilities),
- What data are collected in the background, at what frequency, and for what purposes,
- To which data centres and countries such data are transmitted, and on what legal basis.
- Conduct an internal investigation, based on logs and records relating specifically to my accounts and devices, to determine whether my personal data and devices have been enrolled into any form of centralised back‑end surveillance or massive IoT aggregation system without my informed consent.
- If any unlawful or non‑transparent processing is identified, ensure that:
- All such data relating to me are deleted,
- Any such processing is stopped,
- Effective measures are implemented to prevent recurrence, including meaningful transparency and control options for users.
I kindly request that you respond to this complaint in writing, addressing each point above and informing me of any steps taken.

2) To the Holy See / UNESCO (International Human‑Rights / Ethics Focus)
To: The Competent Authority of the Holy See / Vatican City State
or
To: The Director‑General of UNESCO
I, …, hereby submit this letter out of deep concern for the impact of modern digital surveillance practices on private life, human dignity and freedom of thought and conscience, as recognised in international human rights instruments.
Due to technological developments, ordinary individuals’ homes now contain numerous interconnected devices: smartphones, smart TVs, modems/routers and various “Internet of Things” (IoT) devices. In practice, these can be woven into a “Global Surveillance Mesh” or massive IoT interconnectivity system, in which each device functions as a sensor and node feeding data into one or more large central back‑end platforms.
In my own case, I have observed:
- On my personal devices (phone, computer, smart devices):
- Continuous and opaque access to sensors and local networks,
- Behaviour suggesting automatic scanning and monitoring of other devices connected to my home Wi‑Fi network.
- On my modem/router and smart TV or similar devices:
- Factory‑installed background services that are not clearly explained in the user interface and cannot easily be disabled,
- Strong indications that metadata about all devices connected to my home network (device types, connection times, usage intensity, etc.) are being sent to third‑party servers.
- Taken together, these signs suggest that:
- My home environment and daily routines may be mapped and profiled through centralised back‑end data aggregation and analysis,
- Similar practices affecting millions of users could create a de facto global digital surveillance ecosystem.
I am deeply concerned that such practices, if allowed to grow unchecked, may:
- Undermine the sanctity and privacy of the home,
- Erode freedom of thought, conscience and religion,
- Turn individuals into objects of constant behavioural analysis and control, often without their knowledge or meaningful consent.
In this context, I respectfully request that your esteemed institution:
- Examine the ethical, legal and spiritual implications of massive IoT interconnectivity and centralised back‑end surveillance systems,
- Promote, at the international level, stronger principles and guidelines to protect the digital privacy and dignity of individuals in their own homes,
- Encourage states and private actors to adopt binding frameworks that ensure transparency, accountability and respect for human rights in the design and deployment of such technologies.
I submit this letter in the hope that the issue of global digital surveillance, particularly in the intimate sphere of the home, will be addressed as a serious moral and human‑rights concern.

3) To United Kingdom Authorities (e.g., ICO)
To: The Information Commissioner’s Office (ICO)
United Kingdom
I, … (residing in …), hereby lodge this complaint concerning my strong technical suspicions that my personal devices and home networks have been involuntarily integrated into a broader “Global Surveillance Mesh” or massive IoT interconnectivity system, operated by or on behalf of private entities.
Based on abnormal behaviour observed on my smartphone, smart TV, router and other IoT‑like devices, I suspect that:
- One or more of my devices may be running background services or agents which:
- Continuously access sensors such as location, accelerometer and microphone,
- Automatically discover and scan other devices connected to my home Wi‑Fi network,
- Regularly establish encrypted connections to remote servers, effectively acting as nodes within a central back‑end surveillance infrastructure, without my informed consent.
- Certain factory‑installed firmware or software components in my modem/router, smart TV and similar devices appear to:
- Collect metadata about all devices connected to my home network (IP/MAC addresses, usage times, traffic patterns),
- Transmit this data to third‑party servers outside my direct control, possibly outside the UK,
- Enable large‑scale data aggregation and behavioural profiling that goes far beyond what is necessary for connectivity, diagnostics or basic “telemetry”.
- As a result, there is a real risk that:
- My home environment and daily life are being monitored and profiled in a systematic way,
- I may have been turned into an unwitting “carrier” within a chain of cyber reconnaissance or attacks extending from my home network to corporate or public networks I connect to (including workplaces, public Wi‑Fi, service stations, etc.).
I believe that such practices, if confirmed, would raise serious concerns under UK data protection law (including the UK GDPR and Data Protection Act), and may also infringe fundamental rights to privacy, confidentiality of communications and the inviolability of the home.
Accordingly, I respectfully request that the ICO:
- Investigate whether the manufacturers, service providers and platforms involved have deployed any undeclared agents, backdoors or surveillance‑like components on my devices.
- Assess whether my devices and personal data have been enrolled into any form of centralised back‑end surveillance or massive IoT aggregation ecosystem without valid, informed consent.
- Where appropriate, require the relevant controllers and processors to:
- Cease any unlawful or non‑transparent processing,
- Delete unlawfully obtained data relating to me,
- Implement adequate transparency, control mechanisms and security safeguards for users.
- Inform me of the outcome of your investigation and of my further rights and remedies.
